As someone who voted for him in the previous elections, I'd say he is neither.
He was the leader of the biggest right wing party in Israel for the past 10 years. And he still is. This makes a weird situation where if I don't want a left leaning government, one that will surrender more land to the Palestinians or suddenly decide to accept Muslim refugees (Yes, some big names on the left here in Israel actually unironically suggested it), I have to vote for him.
There are people who might lead the country better than him, one of them for example is Moshe Feiglin who is a right leaning nationalist libertarian that was in Netanyahus party for years. He was so frustrated about Netanyahu not leaving the position of head of the party for this long that he started his own party to oppose him.
The problem with these sort of small parties is that voting for them spreads the right leaning votes across many divided parties and if the left is united under one, they can easily win the PM position. (for example, lets say there's a 60-40 split favoring right, if we split our votes in half (for the two parties) we will get a 30-30-40 split favoring the left even though we had the majority.
This simple math alone, stopped me from voting for anyone else, because although he is not the best person for the job, and although he never truly committed himself to what he promises, he is still the best choice to make. He sure is much better than any of the people from the left.
And as for the rest of the world? Is he a hero or a villain to you? I'm not the one to judge. But, IMHO I think on the grand scheme of things, he has no influence over you. The left socialist rich kikes from NY have much more of an influence on you than he ever had or will have.
