I've done my homework. Paradox uses a government classification system in it's HOI games. There are three governments for each of the three economic systems in Hearts of Iron 3. You want your hq units to form a dasy chain to the front line units, each level of officer provides statistical buggs for units. So the division commander will provide a buff, then the corp commander, army commande, army group, and theatre buffs are applied over that. Basically its vrey important that if you have units in combat , that they have a fully linked up command chain

this turns on instant production
then you go and transfer civilian factories to military factories, you can do this 20 times each so in the end you actually max out that little region to produce 20 civilian factories and 20 military factories.
but sure to type ic again to deactivate instant build unless you want to get butt fugged by computer spam.
The only thing I can recommend is to max out regions in naval factories except for 1 of each civilian and military. There are no tricks to stack port factories that I know of yet.
