As someone who used to lifeguard a murky pond, I feel that the cops are probably not trained in aquatic rescues in pitch black waters. There's a good chance the cops would have died as well if they went down there.
While cops are expected to pass some level of athleticism, doing rescues in really deep waters, especially long rescues like getting multiple people out of a car, is really fucking strenuous. I doubt these cops could have did it. Assuming they could, they still have potentially hysteric teens fighting against them. Believe it or not, a drowning person's worst enemy is themselves. I don't know if it's still taught, but back when I was certified, I was told to just punch someone out if they fought back too much. All of this would have to be done in the dark and should anything happen the cop is stuck down there without any help. I doubt any of the cops would know how to back each other up or even keep track of each other in a situation like this.
All of that said, I kind of agree that they could have attempted to do SOMETHING, but those kids were as good as dead as soon as the car submerged.
