The cop thought he was bullshitting, he thought him being "limp" was just a resistance measure, and he'd catch himself if he fell, proving he was faking. Obviously the kid was actually fucked up and dropping him only made him hit the ground like a sack of bricks, thus disproving that he was faking his condition.
It was a terrible call by the cop, when paramedics deal with situations where it seems like their patient is faking unconsciousness they'll do something benign like hold the patient's hand above their own face and drop it, and the patient will instinctively soften the impact of the hand on their face if they're faking. This cop thought he'd try the same with some stoner's head and some concrete, and unfortunately he was incorrect in his assumption that the stoner was faking, putting him into a coma upon impact with the ground.
This is honestly 100% the cop's fault, tazing someone into an unconscious state and then instead of calling medical, choosing to drop them head first into the concrete, is not protocol.
