I came up with an idea to stop crime before it happens which I call the "Minority Report." Basically what you do is you give the police a report on where the minorities are.

If death was used as a penalty im sure the crimes would become less... To be honest even cutting a hand or an ear of would be a valid penalty for stealing or raping
