My definition of white is somewhat liberal.
* Do you have predominently western european features?
* Do you share most of your genetic markers with today's existing population of native europeans?
* Are you part of the Indo-European family?
If yes, then you're "white." From Italy to Portugal to Britain to Germanic to Slavs, you're white. Even many Indians and those that consider themselves to be arabs count as "white." Perhaps they don't count as western/northern European white, but a brownish caucasian certainly.
Culturally, secularism is a whiteness thing. Democracy is a whiteness thing. Liberalism is a whiteness thing. Personal responsibility, as opposed to collectivism, is a whiteness thing. None of these things are specifically and uniquely white, but they are themes that repeat in white cultural values.
These things would best be served cross-pollenating into other countries as ideas and rules.
