Unify with Montenegro again and work on your heavy industry. Try to improve relations with Bosnia and use as much influence as possible to make them more secular.
You don't gain anything by joining the EU. It's a union that only benefits western Europe. Look for allies in Russia, Balkans and Mediterranean.
