The system is skewed in general such that this is inevitable. It's the consequence of a nation only taking "the best and brightest" of other nations. The small amount of Chinese or Indians or Russians that end up in America are the ones that pull in the most money. There's no sample of impoverished immigrants to drag down their numbers the way there are for native white people in America.
