Lift the restrictions on trade and the protectionist regulations.
But before any of that matters you need monetary policy reform. Any social or economic policy change you make is mostly useless unless you have monetary policy on side to support your nation, rather than lining the pockets of the bankers.

Learn all you can about use of image, psychological warfare, mind manipulation, etc.
