This is a load of shit. Air trapped against the body will do a worse job of circulating heat away than air that can move freely away from you. The best thing to wear in hot weather is thin, breathable fabric that fits close against the body and wicks away sweat easily. Less air between the skin and the fabric = less potential for trapped heat.
The reason we don't wear clothes like that is because nobody wants massive visible sweat patches.
