A lot of times, if Russians are internally displaced in Former Soviet states without ID that these corrupt ass countries will accept. Post-Soviet colonists, as this is what this "minority" is, colonists, were moved here during Soviet era to weaken the Latvian nation, which in Soviet Union would be considered a minority.
After fall of Soviet Union, citizenship was given to all people and descendants of people who held a Latvian passport in 1940, so any Russians who had ancestors before 1940 received citizenship.
Those who did not, were the Soviet Colonists. If they wished to receive citizenship, they had to do a language and history exam, as well as I believe sing the national anthem.
Such is the oppressive nature of the Baltic Fascists.
