The only reason Overwatch exists is because of Dota 2. Dota was a direct ripoff of Warcraft 3 on Valve's Source Engine. Blizzard took Valve to court and tried to sue them, but never got anything out of it.
So, in order to get back at Valve, Blizzard decided to plagiarize TF2, and even copy a little bit of Dota into it. They've probably made more money off stealing Valve's game than they ever would have made for suing them.

If you get tagged with her spray you're fucked with no means of escape in 90% of cases.

That being said keep her at range sure and shoot her down but shes tanky due too having 50 bonus hp just for being a fat bitch.
If you ever did manage too drop her low she just ice cubes and if her team doesn't save her ass she'll just build a wall between you and her.
By the time you deal with the wall her ice cube will be near ready again, but god forbid you try too chase her she'll just hose you down like a Jew at Auschwitz.

That assumes that the characters who don't counter as many other characters don't have other purposes. Mercy isn't a counter to anyone because she can heal. D.va only counters one because her purpose is to soak up damage and harass, then nuke the enemy team.
