Government funded healthcare with private services operating in parallel is a better system than pure private healthcare.
Government healthcare should maintain minimum standards required for the population to be productive. We don't want citizens being crippled/killed off by easily treated conditions. The treatments available through public health should be assessed on a cost/benefit basis. Sick people costs a nation productivity. The idea here is cost-effectiveness not compassion. Having cripples in the streets and a low average lifespan is ultimately very costly.
Another benefit is this base level care sets a minimum bar that private health insurance providers must best to entice people to pay for their services. This way health insurance companies have to deal with (mostly) rational actors instead of people terrified that being without insurance will mean pain/death from otherwise treatable problems. Without that flame to hold to people's feet private health is forced to offer a premium service and can charge a premium, but competitive, price point.
Market efficiency requires rational actors, nobody is rational when dealing with pain/the risk of death.
