I have thought about this also.
Basically there are laws and if you do not follow them you generally get time in prision, labor camps and finally death for the vast majority of cases if you do not automatically give up.
It really could work, those who get caught are forced to work and do something even if it is digging a hole and filling it back up and those who do not are dead plus Judges do not care if you are rich or poor the law is the law and you will obay it.
It is a police state aswell though and Judges have the power to tap you and watch you and do random searches but also there are also a few corrupt judges.

In the Judges world this is not allowed, citizens are not allowed to enforce the law and in fact are breaking the law if this happens.
They can report crime but generally that is it.
What you are thinking of is more of a militia but not in a Judges world, they are Judge, jury and executioner.
