A few dozen people with ARs could easily get through the security of an oil refinery and blow it up. That's why domestic threats are do hard to defeat, because all the material and logistics that are necessary to fuel the war machine are vulnerable to attack and sabotage.
Also, if you want to kill a tank, it isn't impossible to do and you could probably access all the necessary components locally. Just need a 55 gallon drum, a slab of copper, and a bunch of ANFO (which is just fertilizer and fuel oil). Put them together, make a crude detonator out of an old cellphone, and voila you've got yourself an EFP. EFP IEDs were the most dangerous devices faced by tank crews during the duration of the Iraq War.
