The reason is simple economics.
A BLM firefighter makes about $2k US$ a month base, but they make serious money working overtime. The article doesn't say if these SA get overtime. I don't know how leafs work.
A trip from Jburg to Calgary is 1000 leafs + 1500 a month = $2k a month US.
Basically, the leafs can import for the same cost to pay a US firefighter.
