Poor fucks didn't care for their teeth because their family is poor, stupid and shitty, so they also didn't go to the dentist as kids unless they desperately need teeth removed or fillings made.
So, by the time they became adults, they've run out the clock on what dental care and orthodontic improvement they could have gotten, and faced with several thousand bong dollars in costs to get what used to be free, they don't bother and continue to have shitty teeth.
For today's kids it's not usually the case, and braces are more or less something that every kid that needs them gets unless they have really shitty parents.
