If by self-governing and democratic you mean controlled by a cut-throat Tory majority in Parliament dictated to by the likes of Rupert Murdoch and his pals in the unelected House of Lords, where NHS funding with be slashed further with no EU professionals to keep it from total decimation, skilled labour will be virtually non-existent, VAT will sky-rocket, being "British" will be prioritised over being human (not to mention all the bigotry xenophobia, Islamophobia etc... that will come from this), funding for science will dwindle, our environment will be left to the mercy of a group of climate change deniers, our food production and health standards will be bereft of protection, our nuclear programme will be free to be manhandled due to us not belonging to the non-proliferation treaty, America will push us to the back of the trading queue and even when we do get to the front, the dangerous and COMPLETELY undemocratic TTIP will be given the go ahead, opportunities for young people to travel, study and live abroad will be compromised, as will our health, our safety and national security, our most vulnerable citizens - single mothers, the disabled, the mentally ill, the elderly, non-British civilians, children/young people and our military vets will be ground down even more and English-Scottish relations will reach breaking point, ultimately leading to the Scots holding another referendum - only this time they most likely WILL gain independence.

Even avoiding the more obvious fact that the European Commission represents the interests of the European Union as a whole and not even the interests of the individual countries.
The cabinet does not have the powers of both an executive and a legislature. The cabinet "executes" the policy voted into law by Parliament. The Commission is both the executive and the legislature, they decide the laws and they execute it. There is no effective separation of powers, no checks and balances.
The cabinet is usually chosen from elected MPs. But even when it isn't, the government is directly accountable to the people. If you don't like the Tory government, you can vote them out in 4 years. You never get a say on the Commission.
