well depends. eugenics as galton wanted it (like giving more money to people with high iq if they have children) seems like a good idea, also not letting people with serious hereditary diseases reproduce seems like a moral thing to do.
eugenics as forcing people not to reproduce with unwanted random characteristics or ethnic backgrounds is not really something a free country should do, no.
