It began after the Civil War ended and is supposed to honor the country's military servicemen who've been killed, hence why visiting national cemeteries and remembrance of the fallen is usually encouraged.
Some people get really sentimental about it. Personally, it's the WWII and Vietnam soldiers' deaths that get to me the most.
