As it's practised, yes.
Can it be put to good use? Yes, but only if they leave politics out of it, and accept whatever findings they come across, no matter how uncomfortable they are.

The biggest problem I've seen with sociology, is the effect of the researcher moral confiction and the complete lack of scientific rigor. This is particularly bad, because the vast majority of sociologists are left-wing, and seems to have chosen the subject not for any scientific reason, but to confirm their own preconceived beliefs.

They see that black people are poor, and the poor people have higher rates of crime, so they blame poverty for the black crime rate.
They don't ask why they're poor to begin with. They don't compare them to other races who were once poor and oppressed. They don't bother checking IQ tests or genetic studies. They automatically blame the environment, and ignore biology.

Its complete, total horseshit....and that's an insult to horseshit.
