As you can see in the photo, Goebbels is talking to someone and looking over a document. This photographer then proceeds to walk up to him and take a photo as they're discussing the current affairs.
Look at the faces of the two men as well, it's obvious hey were discussing something important. Goebbels was upset that this man had interrupted him without asking if he could take the photo beforehand!
Also, why exactly would the man be taking a photo of his face like that? Just to later say "LOOK AT HOW THEY DON'T LIKE JEWS!!" antisemitism was already rampant at that time and the photo would have had no affect on the public.
