I think the truth is rather more subtle that germany the way it existed pre 45 was the most dominant country in europe and the only one who defended it for the record - and continues to have that role in a diminished post 45 europe
I use the word dominant not necessarily with a positive connotation here but well, they were not disgusting dominant like americans are, just the regional hegemon kind. (of course that changed '33)
