Simple, turn the entire planet's population into low IQ brown people with no concept of culture, heritage or sovereignty.
This people will have low self esteem, be incapable of unity and will not attempt to grow past themselves.
They will be kept away from higher education, discouraged from inventing and discovering new concepts on their own and banned from any form of education beyond what is necessary to accomplish simple labor.
The Jews expect to sit at the peak of the pyramid managing and controlling these hapless masses while they live in total luxury and undisputed dominance.
They're idiots, however. They believe that making people stupid will allow them to twist their will however they want without fail.
They don't yet realize that the dumber people are the less likely they are to follow through with any plan or obey any laws, warnings or submit to authority or any threats.
In the if the Jews succeed, it'll lead to an inevitable revolt. When this happens they will realize that more intelligent races posses more empathy and there's none of those left.
