Russia has also historically captured a lot of land around it for geostrategical reasons, in other words, they became so big so they could become as infamously hard to invade as they are.

Another thing is that the rivers in Siberia are very peculiar as they flow to the north, which causes big floods (with water flowing north getting on top of ice that has still not melted) making it difficult to settle next to rivers. Plus the soil is meh, the place is only good for excavating minerals and chopping woods.
Then there is the absolutely abhorrent state of rural infrastructure in most of russia, not just the far east.
