Matter of factly, every country should abide by that standard.
For instance, if Apple wants to sell iPhones to the chinese, it would require Apple to set up manufacturing facilities in China.
Same for France, UK, etc.
Companies will find tax breaks for following this rule. Heavy tariffs for not, possibly a tax levied onto the consumer for choosing to purchase imported goods. ie, US made iPhone cost $1,000, Chinese $800+import tax of $200.
Consumers should have a choice to where their products are made however a business in America should only do business with Americans.
This would force many corporations to open manufacturing in the US and other countries in order to increase their market. Everything included.
A contractor would be required to buy American made tools and materials.
A consulting firm would be required to buy American made desks, chairs and computers.
Maybe a percentage, say 75% American made in order to help ease sourcing goods and make manufacturing not so overwhelmingly difficult.

A law such as this would bolster every economy around the world. Eliminating the need for outsourcing for profit.
Many if not most or all government jobs already have similar domestic requirements set in place and once the infrastucture is set to create the necessary jobs to fill the need, it will just be business as usual.
The higher costs will be offset by higher wages and overall job growth.

Not an option. Eliminate H1B visas or overhaul the language to require a minimum 90%(or other feasible percentage) domestic citizen employment.

Other agreements can be worked out among other countries not capable of providing the services required in which neighboring nations or regions can "assist" each other with production. Eg, its probably not feasible to build a Toyota plant in Indonesia however China or India can support that market.

And if you'd understood economics you'd realize automation to the point where most people are out of work would be economically infeasible. Same with the people that are going to automate jobs. It's like you people can't read a history book. The massive amounts of people made expendable during the industrialization didn't just become doctors. It was a long drawn out misery for several generations that also saw major social upheaval.
