I'm going to Baja California tomorrow. I build houses there for charity. Pretty based, desu, but definitely has its problems. I think there's a different mindset you get into down there. The dirt, the dust... The way of life gets into your bones, and you don't think about changing it to be like the US or Canada after a little while. It just is what it is, with a different standard. There are parts of Tijuana that are pretty nice, so when the money does come in, you can make some nice places. But outside that, there isn't enough education or infrastructure or cleanliness to put yourself in a mindset of development like you're thinking.
I hope that makes sense. It's hard to explain the mindset I'm talking about to someone who hasn't experienced it.
