These aircraft are only going to the Netherlands to do some testing. They're not staying there. The specific aspect that they are testing is the sound. The F-35 has a more powerful engine than the F-16 and they are concerned that it may cause additional noise for the people who live in the area. So, the entire point of the testing is just to do some flying and then see if the locals complain about noise. That's literally it lol.
Reminds me of the time the USA sent AH-64 Longbow apaches to Bosnia to try and intimidate them during the Yugoslavian civil war.
