Let me rephrase my question in light of your answer: in 1947, India and Pakistan became separate countries and the separation was rationalized by citing differences in religious populations which led to differences in ways of living. The people living in the different regions had different demographic percentages, but people within a region shared roughly the same culture and spoke the same language. According to your answer, was this separation required or merely superfluous.

That's not how it works. Sooner or later the general ideology will impact those who oppose it to such a degree that the cycle will repeat itself, and those who practice ideologies that go against the status quo - even in private - run the risk of infecting the general populace. Not because people were introduced to it - or didn't even know it existed - but because, when times are tough, it's simply an alternative to look for.

Ideological, in the sense that anyone with the idea that mythical places full of clouds or brimstone awaits them in the next life depending on how well they can please their God(s) and not the well being of others, needs to be divided from more civilized people with more civilized ways of thought.
