Well, if you want to look at the "use of force" hierarchy, this situation would have allowed for level 6 deadly or lethal force. It's an active aggressor, and she was probably within the appropriate distance to consider deadly force, but it's hard to tell. The only judgement you can use here is to determine if death or serious injury is imminent. I'm in the CG, but I did LE stuff 5 years ago, but my primary focus isn't LE and haven't touched it since, so it's been a while. If it were me, I definitely would have used OC spray.
