That's because his persona that he wanted to present was destroyed by Donald. He wanted to be seen as a dignified statesman with good ideas and a cool head. Donald turned that around, and labeled it low energy. The very image Jeb had spent his political career crafting was now a complete liability. The only way to shake the "low energy" label, was for Jeb to act High energy. The problem is, Jeb was too deep in the PR hole, and every attempt to act high energy just came off as obvious pandering. On top of that, Jeb quite frankly, isn't a very combative loud guy, and when try to be something you're not it just backfires horribly.
TL;DR the instant Donald labelled Jeb as Low-Energy, he was doomed. There was no way he could act that would NOT either come off as weak and placid or awkward and pandering.

Every candidate that Donald faced, except maybe Christie, could have been called low-energy. Rubio, Kasich, Cruz, Graham, Rand, all of these people in the face of Donald come off as stale, tired and old. It's why Donald succesfully labelled Rubio and Cruz, literally first time Senators who held no previous office, as establishment.
