Chavez was able to deliver socialized policies like healthcare or whatever, but that was based off the record high oil prices in the early 2000s. Venezuela is heading straight toward becoming a failed state. There is a way to stop it. What has to happen is there has to be a military coup and order established by the military and stations cycled around neighbourhoods to dampen military corruption. The military has to hunt down suspected criminals and have them executed extrajudicially by firing squad. Once some manner of stability is established they can concentrate on improving the situation. It's impossible to improve the situation without stability and without order. When people are afraid to walk the streets because of crime everything grinds to a halt. You have to create an environment where people aren't afraid to walk the streets and that's the biggest step toward improving the situation.
