The insane energy cost of growing crops indoors in the desert makes it economical to grow them in underwater bubbles instead at a depth where temperature is constantly ideal, humidity evaporating from the bottom provides free fresh water for the plants, and pests are excluded without using pesticides.

There are so many questions here that need to be answered.

How long? Where is it? What kind of structure is it?

A indirect democracy or oligarchy would be feasible, but civil rights would need to be suspended temporarily by tyrants in case of extreme emergencies.

Communism might work, depending on the level of advancement. The station would need a ton of work to be stable with the low production levels communism causes, so perhaps leninism followed by communism.

Or you could just have collectivist despotism. There of course would be tons of civil rights violations, but in that situation everyone depends on each other so heavily it would be worth it.

Principality lead Technocratic Nomocracy.

Each Pod would be headed by a Prince who would own and ultimately control the pod, with duties carried out by engineers and other trained professionals, bound strictly by law and civil right. The Prince could veto the technocrats but would be limited by law as so not to abuse this extraordinary power. The Prince would be council to the other Pod Princes, democratically setting the law and agenda.

Provided the technocratic wing of the government was properly educated on the running of the pod, and the laws binding the power of the prince were effective in preventing abuse, this would suffice for a government.

If you dont have anything at stake nor know what the fuck youre doing, you dont get to have a say. Enjoy the fucking ride or leave.

Shame it isnt a space micronation, we could always drop it on Australia when we are done with it.

The only reason individualism is valid is because humans in the state of nature are peaceful and join societies out of mutual benefit (Locke, Aristotle).

The problem here is that the individual cannot exist by himself, and government is vital to the function of society. Collectivism is the only option here.

If it is an optional collective, then indirect democracy is the best option. I would say direct democracy for something under about 400 people if they were all highly skilled, but few people actually understand the complicity of having a zero-failure habitat.

Machiavellian ethics direct democracy. All civil rights may be suspended for the further empowerment of the station, and there is a specific class of people who deal only in getting elected and running the station.

A micronation of 10,000 will need to simultaneously have a driver for growth, a newly generated and enshrined national culture and a means of protecting itself.

A Capitalist micronation might be prosperous and well protected for a time, but would be so culturally vulnerable to malignant external influence it would make Sweeden look like the Third Reich.

A Communist micronation might be attractive to gullable immigrants, but will have no investment. Good luck housing people underwater with no cashflow.

A Fascist system might have worked 100 years ago, but today you would be hated by the entire world and you wouldnt have the critical mass to hold on like North Korea does.

That leaves Feudalism. New immigrants are ranked in the social strata according to their investment. If I'm moving in with enough money to build a whole habitat pod then i expect to be Lord of that pod. If I am fleeing persecution then I won't mind being a shit kicker peasant in the new underwater paradise.
