it was developed by DARPA for the Army according to the wiki. But it would make more sense if it was for the Navy, since it was originally developed for MG Ray, the Marine Metal Gear. The Tengu Soldiers have the same gear and they're assigned to Arsenal Gear, which is essentially a sea warship.
