The Tet Offensive was a massive failure, where all captured territories were almost immediately retaken by the Americans. The Vietnamese were losing hard, in every way.

The question isn't how many people have guns and would be willing to use them; the question is, if there was an uprising, what portion of the population at large would support it, directly or indirectly?
If there is an uprising, and there's wide enough popular support in favor of it, you start to get messy things like police/military refusing to carry out orders, non-combatant civilians supporting the rebels in whatever way they can, politicians winning elections by talking positively of the rebels. And so on. And in that way the "rebellion" would have its intended effect.
The real reason there won't be a "rebellion" in the US, is that Americans don't have a history of settling political conflicts that way. This isn't Mesopotamia. The Civil War aside, this country more than practically any on earth has been able to handle disputes without guerilla wars and armed uprisings. Also, most people are children totally dependent on the government for support, and would have an existential crisis at the thought of the government being overthrown.
With your example there, the police would crack down on rebels with ease, but more importantly, would be doing so with the support of the country at large. And that really is the deciding factor. If the rebels are just a bunch of goons that 90% of the country disagrees with, their uprising will go nowhere. And if it had the support of a large portion of the population, well... then there would be no need for the guns, because they would win elections. 'Murica.
