It is extremely rare that one will crash in a way that they do not have enough time to get out a distress signal.

This plane disintegrated in midair, it was in mid flight and likely at an altitude out of reach for most SAM's.

Prop planes are still expensive; I dont think you realize how expensive in general the entire aviation industry is. A Cessna 152, probably one of the most built and sold aircraft in aviation history is $20,000 USD used for a plane that was built almost 50 years ago.
A 2005 Cessna 172 Skyhawk starts at around $150,000 USD. The 152 can carry *maybe* 3 people, while the 172 maybe 5.

To send 5 people back via a 172, assuming fully automated controls, thats $30,000 per person.
3 people back via a 152 is still $~6700.

And this is not factoring in that both will require external tankage and modified airframes to be able to make that trip, as both have ranges under 750 nautical miles, even less when fully laden.

Tis why I said automated controls. Modern autopilots can automate pretty much everything that a plane needs doing, from takeoff to cruise to landing. Pilot is only really there at this point to talk to ground control and dealing with takeoff/landing.

Well, having flown out of the Philippines a couple of times I think there's a lot of work to be done there. The only other country other than the US I've flown from was Australia and they were good.
