That reasoning isn't wrong. Some people are predisposed to homosexuality, but in the end its about how you are raised, what your early experiences are, and what decisions you make in life.
A person with strong genetic predisposition towards homosexuality could through discipline and force of will make himself act heterosexual, and a genetically heterosexual person can act gay due to peer pressure or cultural influence.
Parents do play a big role in the sexuality of the child, and this always comes up in adoption debates.
