I think anyone can submit a referendum. So someone wrote it, and the students decided it was okay. Turnout was about 40% so 20% of the student body, at best, voted for it.

Most likely its chosen by the head of student services who funds student events or services that are requested by the union or student representatives.
Some of the money is used to host weekly union events where you get free food and guest speakers.
Some times it's enviromental shit, or a live band. Some times these guests speakers are LGBT advocates.
But that's a by-product of the student union being 100% women. I try my best to vote for only male conservative candidates but they don't get enough support.

Basically. The whole reason most of us have quarter systems is because the admins in the 1960s decided it gave students less time to get to know people so there is a lower chance of rioting. A few of the campuses (Irvine in particular) were built without a central area to discourage riots as well.
I just wish the distractions didn't cost the student body money...
