There is nothing wrong with this. The police know the abbos are going to fight eventually no matter what they do so they consider it nipping a problem in the bud by just moderating a fight between the abbos as it happens and then moving on to more important stuff.
Doing anything else would have just delayed the fight they would have had to break up eventually, without the police there one of them might have killed the other, but the police were there to make sure that wasn't going to happen.
This is actually perfect to be honest. In some of our states (not sure which ones exactly) there is a mutual combatant law.
Washington is one of those states where if both people indicate their consent to the fight, then the police are also quite entitled to stand by and watch it happen too.
