The idea is that if you have been in the country, law abiding, you basically get processed, leveled with backtaxes, and allowed to stay. All the criminals get kicked out of the country. If followed 100% true to form they would all have to leave, be processed out of country, then bounce back. In reality most of the well established mexicans will probably remain but be fast tracked towards citizenship.
