Since the treaty of lisbon i think the parliament got more power regarding this, but it's indeed mostly true.

That's where the parliament comes in and it's supposed to reject them if they're bad.
But as in any parliament, your voice doesn't mean shit because from the 750 or so representatives the UK has like 60, and there are all kinds of typical shenanigans going on (people not even going, corrupt coallitions, no one bothers to understand what laws they are approving, etc)

The commission is pretty powerless. Without the consent of the parliament and council it can't do anything.
I find it amusing how you big states complain about the EU whilst it is made for you. It's your governments that make the bad decisions. You have the power to block every fucking law in the council if you just want. But no, not going to happen.
