Because russian elections in Crimea do not seem legit and 1954 USSR transfer was a legal one. No one outside from russian circlejerk accepts Crimean annexation.

To save the Christian natives from reprisals, he evacuated them to this territory. They are the descendants of the REAL Crimeans - Greeks, Scythians, Goths and so on. The map is a little deceptive, though, because - due to centuries of Tatar rule, many of them actually speak a Turkic language, while retaining Greek identity. Similar happened in the Caucasus and Pontus, I believe.
