In terms of fixing the politics: the same since Dilma couldn't convince the parliament and he is part of the old politics.
In terms of fixing the economy and the rest of the country: way way better, since Dilma could only push for the same policies that ruined the economy in the same place while the parliament would deliberately sabotage her. He can implement sane policies and actually listen to others.
In terms of fighting corruption: slightly worse since while Dilma was trying to sabotage part of the investigations she is incompetent, and while Temer doesn't have legitimacy of the vote if they try to fuck up with them, the operation will lose focus if the economic crisis softens allowing him to possibly discreetly work around it. A point in favor for Temer is that the alternation of power naturally restrain a little of the corruption.
