Sergio Moro is not a detective, he's a first instance judge with some dubious family connections with the main opposition parties in the country. Among those there was a record of he's conversation with Dilma, our elected and now no longer in office president. That was extremely controversial given that, although he had the legal basis to hear such conversation -due to he's taps on Lula-, he could not make a call involving the president public without a explicit Supreme Court approval.

Actually there is a process in TSE trying to nullify the results of the 2014 election due to irregularities on the campaign finances of the Dilma/Temer (PT/PMDB) coalition. The "responsibility crime" is, simply put, the "pedaladas". Essentially, she fucked over federal banks (in this case, Caixa Econômica Federal) by not transferring the money she should've -which she, and her supporters, argue doesn't configure a responsibility crime. She doesn't deny the pedaladas - the defense's argument is that they're not basis for an impeachment. Clearly, this isn't working for them.
