Nasa doesn't need 200 billion and a large portion of military spending goes into research fields which trickle out to public space much the same way - materials science and the like, DoD robotics programs, etc.
The military needs a lot of red tape cut, a lot of procurement capabilities completely overhauled, and the answer would be to spend money to fix those major areas in need of efficient reform before, not after, cutting budget.
In the short run a tripled nasa budget would do just fine, in the long run private sector companies will overtake many of their necessary capabilities and they should only be responsible for public works advancement and necessary military space oprations.
