This means that the artist not only believes that more black people have been shot by the police than white people, but also that no white people have been shot at all.
In short, this man is an idiot.
I don't think anyone actually believes all lives matter. It's just a more politically correct version of some lives matter more than others, and black lives isn't one of them.
