I think it's the similiar thing in US as in Russia. If it was clear that a military operation had the backing of the entire nation for let's say... 10-30 years straight without having to worry about pacifists trying to pull out before the job is done, then you'll be guaranteed to win a war against almost every single non-nuclear nation.
