No, they didn't pay those taxes, but not for the reason you describe. Here's the real reason. The 91% top tax rate only kicked in at roughly ~$2-3MM in today's dollars. So what that meant was that no CEO or executive would ever bother paying themselves more than that amount in salary. Why waste company money like that if 90% of it is going to go to the government? It served not as a revenue-raiser, but as more of an informal salary cap. Rather than paying themselves huge salaries and bonuses, they reinvested that money back into their company and gave their workers raises instead. That's what leads to pic related.

Today, since the top rate is so low, there's no issue. Go ahead, pay yourself $10MM, $20MM, $100MM a year, only 35% goes to the government and you get to keep the rest. Shit, there are a few CEOs that make more than $1B a year. This would never happen if we brought that top tax rate back.

Note that we've never had a tax on investments or dividends that high, and I wouldn't be in favor of that. I'm strictly interested in the top INCOME tax rate as a way to reduce inequality and incentivize middle-class pay hikes and business investment, not to raise revenue or punish capital. I strictly want CEOs to pay themselves less money, and the top tax rate accomplished this wonderfully in the 1950s.

The real reason nobody paid the 90% is because it only kicked in after $2-3 million dollars a year in income. Therefore, CEOs simply didn't bother paying themselves more than $2-3 million a year. They made that number their salary and then retained the rest of the earnings in their businesses or raised worker wages.

That is why income inequality spiked up the moment Reagan started cutting taxes for the rich. That is why the CEO/worker pay ratio exploded at the exact same time. Look at the graphs I've posted.

I have never argued that people actually paid 90% in taxes. The rate prevented CEOs from paying themselves enough to pay the tax rate in the first place.
