I live in a small town, our municipal street department is what runs waste collection. I won't lie, most of the reason I got in was because my dad works for the city (under a different department though.) I kept it because I have a good work ethic. If you live in a slightly larger town you'd probably have a better shot, maybe call into city hall and ask if there's openings in any departments. Even if you get one in like your water department, you could always transfer later.
