Artificially controlling interest rates allows the FED to act counter cyclically during a boom/bust so does "printing money"
The problem is that all the printed money today goes into wall street and not the real economy so is doesn't stimulate demand. All it is currently doing is causing a wall street bubble.
The whole banking system needs to be reformed so that investment banks are separate from commercial banks (Glass Steagall) and investment banks like Goldman Sachs can't use debt leveraging and fraud to create mortgage bubbles.
